Start calling, emailing, etc. I had my mother in law call her people, my mother call hers, and we called ours.
Yeah thats what I'm starting to do, I just didn't know if this was considered rude or not...haha. My FMIL has been great about finding the information; my parents are the ones being stubborn, thinking "well if they don't rsvp then they aren't coming at all".
Time to call! I'll be calling one week from the date RSVP's were due. It's not rude to ask if their coming, it's rude they didn't take the time to RSVP either way!

Our RSVP's were due on the 4th of August and we still haven't heard from 40 families. What is the etiquette on contacting these people and what to expect?
My mom is completely oblivious and think it won't be much of a dent, but I would like to know as much as I can on how many to expect so we don't run out of food. Our wedding is quite big, 230 as of today, and so 40 families can make a huge dent in the amount of people.
What do I do?
