Nothing is actually stopping her from calling the police.  That’s real blackmail right there ‘Don’t call the police they won’t believe you.’  If she is actually being threatened or feels in danger and no one else will do anything about it, call the authorities with actual authority.

@FromA2B2013:  This. If she’s not doing anything wrong then her neighbors are going to look like idiots when they call the police on her. And if they call the police over something stupid then they will be the ones in trouble.

Just tell her to ignore her neighbors. They don’t like the bins being out? Let them complain to someone else. They don’t like the music? Let them call the housing association. And if she gives another sob story your friend can say she hasn’t even talked to her neighbors, let alone yell at them.

Or even better, next time obscenities are hurled her way just tell her to laugh at them and go about what she’s doing. Fighting with people like that is useless, but laughing at them stands a chance of confusing and offending them.

Also, is you’re friend from the UK too?

@FromA2B2013:  Maybe there is a underlying reason for the yelling… like jealousy? even if it’s not 100% true it might help her self-esteem to think that.

And I’ve found people who act like that are generally unhappy people who don’t like other people being happy, so there’s that too.
