I think it's still fair to invite anybody who received/will receive an invitation to the actual wedding, regardless of what you anticipate their answer would have been.
I am in exact same situation as you. My FI is Mexican-Dominican and we are getting married in his home country, and unfortunately, not very many of my guests will be able to attend the DW. But, I did invite the ladies who were invited to the wedding to the shower (even though some already have told me they can't make the wedding). I think it is a nice gesture to invite them to the shower.

I have been trying to read other posts but I haven't exactly found one with the exact situation. I am from San Diego and my fiance is from Mexico, which is where our wedding will bee (hehe) in April so it is basicially a destination wedding for my family and friends. My MOH asked me for a guestlist for the bridal shower (to take place in San Diego). Anyways, I sent many people STDs so I already know most of them from here will not be able to make the travel to Mexico for our wedding. Should I still invite them to the bridal shower or will that seem like I'm soliciting a gift?
