Are you definitely going for a tropical locale? I think you may be able to call mexico or specifically the resort that you want to travel to and ask them what you would need. Most people wouldn't have that many witnesses with them. If you are thinking somewhere locally, New Orleans has some really pretty places and you could even contact services that provide your witnesses and everything. There are also a number of beautiful bed and breakfasts in louisiana.
Most of the Caribbean destinations don't have those requirements for witnesses. When I married the first time, it was in Turks & Caicos and the process was simple. We met with the minister to fill out paperwork the day we got there and 3 days later, we married. We were at an all-inclusive but it was closed a few years back. THere is a Beaches there and they do weddings. It is geared toward families. The beach is spectacular there.

Would you ever consider making it legal at home before you go so you can have the ceremony you want in the location you want with all the legal hassles? We're getting married in Puerto Rico and the legal part was just too much, so we actually just made it legal in Los Angeles before we go.
No, but it is a consideration. If we have a regular ceremony/reception we can't afford a honeymoon.
For the witness requirement in Mexico, I suggest contacting a local planner to do a package for you where they complete all of the necessary legal paperwork and reserve the local judge for you. They can also help arrange extra witnesses (hotel workers, the planner herself, etc). It is definitely something that can be done in Mexico if that is where you want to get married.
Im sure people from the hotel will be able to provide witnesses for your wedding I know they do it for most places, if you are buying a wedding package from them, call you hotel and find out I'm sure they will be able to help you out.

We are considering an elopement with just myself, sweetheart and two daughters. We aren't planning on telling anyone about what we are doing obviously, so what do we do for witnesses? In Cancun you need 4 witnesses to a civil ceremony.
Where is the easiest place to get married without having to bring people along with you etc? I don't want anything elaborate - just the four of us. All inclusive resort is a must.
