Ohhhh girl you should read my blog (check the tag under cake toppers) http://misspug.blogspot.com. If you want to go that specific you'll have to do an etsy alchemy for sure.
Thats cool! Besides Etsy, check in your group of friends or local crafters - put an ad out on Craigslist or your local community forum for help with this.
I was desperatley looking for a cake topper with my step son and son on it with us. (Looks like a bride and groom cake topper, with a boy on each side too!) Anyways - I found a gal with a cricut cutter that had what was called a "welded family" cartridge and ended up doing a custom cake topper out of thick layerd cardstock and vinyl that turned out great!
Anyways - you can find wood workers, clay creators, etc. when searching local. Good luck!
not sure what your budget/price range is, but i am planning to use mudcards on etsy to make my caketopper. Very reasonably priced!
Second the mudcards suggestion. We're getting ours done from there and including our two little kitties :o)
I think Etsy is your best bet. It'll give you the creativity to have your pugs and bride/groom look more like you.
But then again, I'm an Etsy cake topper bride so I'm a bit biased!
I third mudcards! We wanted to have our bride & groom version of our college mascot & she did such a great job & the best part is it was totally resonably priced!!
