I grew up in Spring and now live in Willis but I did look at Spring venues.  There are some pretty good ones but it depends on what you really mean when you say cheap and how many people you will be planning for.

ashleykathleen:  I know that St. Arnold Brewery can be a great place to get married! You can use the Investors Pub as a ceremony & beer hall as the reception. Beer is provided with the rental & you can bring in all food (my friends are having a pot luck reception).

ashleykathleen:  Avant Garden on Westheimer also rents out their space. You can have an intimate ceremony upstairs or in the back garden and have the reception be mingling. It’s a very intimate space, too. http://www.avantgardenhouston.com/weddings/

Here’s the info as of this past May:

The room holds up to 170 seated guests with a dance floor.  The balcony has an additional 36 seats.  $1,500.00 is the room rental fee for the second floor for January – November and $2,000.00 is the room rental fee for December and holidays/holiday weekends.  There is also a food and beverage minimum of $1,500.00.  The first floor holds up to 100 and can also be rented out for an additional $500.00. Room rental fees include tablecloths, votive candles, centerpiece for the buffet, bartenders, buffet servers, and buspersons for a four-hour period.  Additional party hours are $350.00 per hour.   

So upstairs-only is a minimum of $3k and includes food/bev minimums and service.
