Look at regular childrens clothing stores. Also, Ann Taylor has flower girl dresses, and they often have big sales.
If you are interested in renting, check out www.gagas.com. You can rent a FG dress (or RB tux) for about $20 for two weeks!
Also, Craigslist is a great resource. My best friend found her adorable FG's dress there for $25, but there were many new/unused ones for just a little bit more. Milwaukee's CL has quite a few.
I tried to check out the first one, but the site was slower than I could tolerate...possibly coincidence?

I see you're getting married in September, so if you can wait until after Easter, there will be a TON of white little girls dresses on sale. Just search for Easter dresses in all the after Easter sales and you are SET!
I got mine on ebay, you might also check there. 
Not sure what your definition of cheap is. My girls dresses are going to be $50, which I was anxious about, but they're designed as a every day dress up dress, and the quality is really good. Last summer they were both flower girls and spent $40 on dresses that fell apart by the end of the night. So their moms were delighted to spend a little more on something that will last a bit longer. Here are the two I looked at.
