A bunch of my friends have used Whole foods in West Vancouver. The quality seems great and they say the prices are much better than elsewhere. I am waiting to get my quote back, but I will likely go with them. I don't think they deliver, though.
I just got my quote back from Whole foods. They said that it's a bit high since the colour of roses I picked is a bit unusual. If I pick a more common shade of pink the price might go down.
I was told it will be around $450 for the follows:
1 bride bouquet raspeberry pink roses, hand tied, with greens
3 bridesmaids bouquets similar, but scaled down from mine
3 corsages
7 boutineres
I think in general, that's pretty reasonable, but at the same time I'm having a hard time thinking about spending $500 for something which will only last a day.
You may want to cross post this to the Vancouver board so that more local people see it.

I got my florist to do a sold red rose bridal boquet, 4 for the girls about 9 bouts and two large hanging pomadiers, 4 med and 3 small as well as two centerpieces for 800.00.
I bet i could get your quote in half!
whole foods eh? Is there any place people can think of that would be closer to north vancouver. It seems like an awfully long way to drive for flowers...
I need 1 bridal bouquet, 2 bridesmaids bouquets, about 7 bouts and 3 corsages i think... plus maybe 2 pomanders for the flower girls... and then I would have liked flower centerpieces too
Do you think I can get all that for around (or under) $500?

There is a Whole Foods at Park Royal in West Vancouver- still on the North Shore.
Also check out prices at The Flower Factory on Main St. I haven't used them for a wedding but I buy flowers for gifts there all the time. Prices are very reasonable for beautiful bouquets.
North Vancouver actually. We live in Vic, but the wedding is in North Van.
How do you get such amazing deals?
Ohh i risked it all on my wedding and everything turned out great so i now i forward all the great deals to other brides :)
We are getting our flowers at Interior Flori (broadway & Alma) 6 ppl in the wedding party (bouts, bouquets, bouts for parents, grandparents etc. ) small centerpieces and it's well below $500.

I found an even better deal and wanted to pass the info along in case anyone can use it!
I will be using May's flowers in the Lonsdale Quay. May and her mom have been incredibly helpful, had many great ideas and tips, and am I was so impressed with the prices.
Here is what I am getting:
1 bride bouquet 18 hot pink roses, hand tied, with greens
3 bridesmaids bouquets with 9 hot pink edged roses
3 single rose corsages
7 single rose boutineres
all for $265+ tax for pick up. I was very impressed! 
@kayakblondie: Thanks for the tip! Do they also deliver? Can we please have pics after you get married? Can you please carry my groceries for me? (I may be kidding about that last one, but I don't know.)
@Beluga: I'm not sure but I could ask. I would guess that most places would, but I'm planing on staying at the Lonsdale Quay hotel the night before the wedding, so I can just walk down and pick them up. And maybe pick up some fruit and veggies at the same time? heehee!

As promised, here are pictures of my flowers! I absolutely loved them, and was sad when the day was over. Flowers by May in Lonsdale Quay market did a great job! They packed the corsages and bouts in rose petals which we used to decorate, and also included an extra bout for the groom (which I hadn't ordered or paid for!) I am drying them right now, but I know they won't be quite the same. My bouquet had 18 roses, and the bridesmaid's had 9, which worked out to be a good amount, I think. They weren't too heavy to carry. Here are a few pictures guests took:

My flower budget is 500. and i really love Roses and Peonies.
