I recommend All Occasions Catering out of Knoxville. They aren't necessarily the cheapest, but they are really friendly and their food is good. We ended up going with a bakery rather than a full-service catering company due to the nature of our reception (all desserts! yum!). However, we would have 100% gone with All Occasions if we needed full-service.
As for a photographer, we're using Mark Boxley. We love his style and he's very affordable. However, he's recently received a fellowship and his permanent residence will be in Ohio, so I don't know that he's taking any new clients in the Knoxville area. He'll be driving in the night before our wedding for us.

My FSIL used C Scott Photography for her summer wedding in Cleveland, Tennessee. Chris and his fiancee Adrian are from Nashville, but they are willing to travel. Check out their website. Their work is truly amazing!
I'm not sure about local videographers or caterers, but I wish you luck!

The ISPWP site lists some good photographers who travel to Tennessee at a variety of price points. Go to the Tennessee listing page to check out their details. It might be a starting point at least! Good luck.

I will recommend my photographer, who you can find at wilkersonphotography.net (Jennifer Wilkerson). She is awesome and based in Chattanooga, and I am sure that she would travel the 1.15 hrs for a small fee. Check out her work, it is great and very affordable! I think her full day package includes an engagement session, full wedidng coverage, all photos on dvd, dvd slideshow of selected shots, and online viewing for under $1400.
I made contact with a caterer that operates in Knoxville as well as Chattanooga and Nashville - A Silverware Affair. I haven't used them, but their prices seem reasonable and they are all-inclusive. If my location did not have on-site catering, they would have been near the top of my list.
