I am helping my friend find a venue for her upcoming wedding. She is looking for a ceremony and reception venue that will accommodate only 20 people for about $100 pp before tax and service charge. Twenty people sounds so intimate and lovely! It immediately made me think of this wedding I saw a few months ago:
The couple held their ceremony and reception at a small restaurant in Venice. I don’t remember where I saw it originally, but I remember it had an interview with the bride saying that they stayed low budget by having it at the restaurant. We’re having our 50 person wedding at Beacon in Culver City for under $100/person.

I think a cozy restaurant would be a great choice! Since they are open to day/time, they’ll be able to negotiate.
Check out Il Cielo, in Beverly Hills. They do a lot of weddings, and it’s very romantic there at night with all of the lights.

Thank you for all the suggestions! She doesn’t want to do a lot of work as far as having to get rentals, so a restaurant is probably the best bet.

Ooo The Standard downtown would be fun for a group that size, but not sure what the price would be!
