Have you thought about renting a pavilion in Highland Park? Very reasonable, and much prettier than the community center at Charlotte! I hear Burgundy Basin Inn is also very reasonable, and they have recently undergone renovations so they look nicer.
You might also find some nice, cheaper places if you're willing to marry in a suburb of Rochester. Some beautiful places we've shot recently are Sweet Briar and the Homestead (both in Geneseo), The White Farm (in Brockport), and the Rabbit Room (in Honeoye Falls).
Good luck, and let me know if you could use more suggestions!
The pavilions in Highland Park are nice!
You could also check out:
Burgundy Basin
Lake Shore Country Club
Rochester Club Ballroom
Green Lantern Inn (Fairport)
Rochester Plaza
I'm not sure what your budget is, but when we were looking we found the Rabbit Room to be pricey (though very cool venue)-- it's definitely more than the ones I mentioned above.
What about the RIT Inn & Conference Centerin Henrietta. A friend just had a wedding there and it was beautiful!
The Daisy Flour Mill is pretty reasonably priced. http://www.gatheringscatering.com/daisyfm/index.htm
@KTGoots: I am having my Rochester reception at Glendoveers on Old Browncrodt Rd. Jo the event coordinator there is so accomodating- http://glendoveers.com/
Look at different Fireman's Exempt Clubs and Rec Halls. They're very low cost. I had mine at the Hilton Exempt Club, and while it's not a real classy place, you can really dress it up to not even tell where it is, and it was super affordable.
Salmon Creek Country Club has great prices and I second the above comment about the Hilton Exempt Club. It's not the most modern or updated facility but it's very inexpensive and the food is delicious. We went to a wedding there and my fiance is still talking about the food, compared to the wedding we went to that was over $100 a plate and he HATED the food.
There's also the Harro East Ballroom. They have a "Corporate Lunch Buffet" for 16.95 per person. The food tasting was great!
My cousin had his wedding at the Italian American Club. Anyone can rent it--we are so NOT Italian (all Irish). I don't know how much it cost, but they had a huge wedding. I counted 20 tables. The best part, if you have kids at the wedding, is a playground outside. The kids were able to burn off so much energy!

We're getting married in Canandaigua!
We're having the reception at Warfield's! It's GORGEOUS, but only if you'd consider a luncheon (3pm or earlier).
Their dinner is $29/pp before taxes.
Their lunch (same food, same portions!) is $15/pp!
And our 3-tier decorated cake is only costing us $90!

Hello Bees! This is my first Post on WB, but I have been hooked for quite a while now. FI and I originally set a wedding date for 10-13-2012, however, we ended up pushing our date back because my father was in a motocycle accident and wouldn't have been able to travel to our wedding. We are ready to book a new date some time next summer (we are thinking late May early June). Our originaly Venue (Avon Inn) was not exactly easy to work with, so we decided not to use them. The problem that we are having is that most venues are booked already, or they are too expensive. Does anyone have any suggestions for a low cost reception hall that will hold about 120 people? We have looked into the community center at Charlotte Beach, but I am not thrilled with the fact that it looks like an old school gym. I am willing to work with it, but I thought I would ask for other ideas first. Thanks for all your help, ladies!
