Luminaries are super easy to make. If you want super simple ones, all you need are paper bags (I would use white), sand, and candles. If you wanted to dress them up a little you could use decorative scissors to scallop the tops of the bags. Or you could buy paper punches to punch holes in the bags to let light through.
To assemble you just open a bag and add about 1-2 cups of sand to the bottom. Place one votive candle in the sand in the middle of the bag and light. That's it! These should last several hours. The sand helps to weigh the bag down and keep the candle upright. I plan on using luminaries myself to line the steps of my church.
If you can't get sand you can substitute something else. Maybe you could use flour or beans or sugar. Good luck.
