I bought my fiance's ring at Blue Nile. I loved their service!! Within a week or two, the ring went on sale, and I got an email for some percentage off of any jewelry. I called and asked if I could get the discounted price, plus the percentage off. They not only agreed, but told me that if jewelry is discounted or you get a coupon, they will reimburse you (when requested) for 30 days after your purchase! I bought my fiance's ring at Jared's and it looks almost exactly like the one pictured. No milgrain. It was both platinum and white gold though - not sure what part was what. ???
The sticker price was $999, plus about $150 for lifetime maintenance and replacement insurance.

I would also suggest Jared's. They have a lot of different rings in-stock but if they don't have quite what you are looking for, they will work with their vendors to see if they can get it custom-made for you.
I would also suggest http://www.sumptersjewelry.com/ They have a online store on ebay. They also do custom jewelry. They are hand engraving some cufflinks for my FI's wedding present. They are legit...the store is here in Charlotte and I have personally visited on a couple of occassions to have my FI's wedding band polished and engraved.
I think they also have a lay-away plan....
Alright, so I came across a ring that is pretty close to what you and your FH seem to be looking for. Here's the link for it:

I know it looks much thicker than the ring you posted, but that's because it is 6.5mm...It's not quite 7mm but pretty close! It's almost half the price you were originally quoted, too. If you look at the same ring in the 6mm width, the price difference is only a couple hundred dollars, which means a 7mm ring shouldn't be much more than what the 6.5mm band is going for.

My FI's ring is made by Novell and is a brushed platinum as well. It's a wee bit thicker than the one you are looking for and I thought it was $1600 and am pretty sure I posted on another thread that that's what we spent on his ring but I just found the receipt and it was actually just over $1800 (but's including tax). Pricey, but still way cheaper than $3000 like your jeweler is quoting and I'm pretty sure that the one we bought probably is heavier/more platinum so hopefully your FI's choice would be a little less expensive.
In any case, they have SO many choices and if you view their pdf catalogs you may see something. You shoudl be able to check a store locator for jewelers that carry their line in their stores atleast so you have more options nearby.

FH wants a 7 mm platinum band, but with brushed platinum running along the center. Our jeweler quoted us around $3000, but I'm guessing we can find this a lot cheaper online. He does not want any other designs in the ring (i.e. milgraine) I've attached a picture of what he had in mind but it is not exact. He also doesn't like edges; he likes a more rounded feel.
Does anyone have any suggestions of sites that might have this type of ring?
