Hi I'm a little late....but 48th and Washington is borderline sketchy. I think its too close to the Milwaukee border. I personally would rather live in Tosa, but Bayview is cute too. Good starter homes in Bayview, but good permanent homes in Tosa. Good Luck!
My vote is Wauwatosa! The hard part about Milwaukee is that neighborhoods change drastically in like 1 or 2 blocks. I live at 51st and Vliet (which is technically Milwaukee) and that's about a block and a half of Washington Blvd. There is a police station at 47th and Vliet, which is nice. We've personally never had an issue with crime (knock on wood) but some neighbors have though. I LOVE my neighborhood though! Bayview has crime issues too. I agree with @mkewed2010 that Tosa is where you would buy if you wanted to stay there for awhile. Good luck! Maybe you have already found one by now since the post was awhile ago! :)
Have you considered Greenfield? They have a cute little "downtown" area with shops and cafes.

Calling all Milwaukee area bees! My FI and I are looking for a place to live after we get married in September. We want a place where we can walk to cafes, bars, or stores but we want an urban feel. Bayview and Wauwatosa seem to be top contenders, but does anyone know about safety and crime in these areas? I found a great place near 48th and Washington Blvd, but is that too close to the Wauatosa/Milwaukee border? (Disclaimer: I am truely not a suburbs brat, I have heard that the area can be both and was just curious.) Thanks!
