Its not cheap, but I've heard wonderful things about Saks Jandell in Friendship Heights; really fabulous eveningwear that isn't prom-y. They do a lot of inaugural ball business. Expect to spend a couple hundred dollars at least, I think.
I agree with Clair Dratch- I actually live like ten yards away from it, and often find myself staring in the windows. It's kinda pricey though, and you won't be seen unless you have an appt. They also have wedding dresses too, so it's kinda fun. Good luck!

As an aside Claire Dratch, Saks Jandell, Harriet Kassman and Riziks are all upscale...I'm not sure what your budget is, but you won't find many $200 gowns there. These are all places women shop to go to things like inaugural balls.
If you are looking for something more money friendly then the most bang for your buck would be Tysons Mall ttp://www.shoptysons.com/ It has Nordstrom, Macys, Bloomingdales, and Lord and Taylor all in the same mall. And across the street at Tysons II http://www.tysonsgalleria.com is Neiman Marcus and Saks. I know you have all these stores in New York but it's convenient to have all these department stores right in the same area if nothing else pans out.
Oh yeah as far as great stores for wedding items - Claire Dratch, Harriet Kassman, Riziks, and Saks Jandell all have wedding stuff (if you means clothes, shoes, accessories)
