Did you draw them as rings or as curved lines? I think there’s an option for “line properties” in Publisher if you right click on the circles and you can choose what type of line you want – dashed, dotted, etc. I’ll ask my FH if you like, he did exactly that on our invitations in Publisher but it was a straight line….

In Powerpoint, you can choose the line style when you’re drawing the circle, next to where you choose the color of the line. We used those dots in our monogram too.

i don’t know powerpoint quite well but i just put this together in illustrator real quick…. ..
