Here are some of the sites I've been looking at for my shoes. (I'm going to have my gown hemmed with me in my flat feet. (I have back problems) so I'll wear heels for the ceremony only and then wear something flat for the rest of the evening. I'm not sure if they can be found for under $150 anymore (I purchased mine last year during an online sample sale for $115), but my Shannon Britt shoes were utterly perfect. Mine where blue satin w/gold and they also make ivory.
Unlike most flats, these had great support, a perfect dancing surface and a 1/2" heel that didn't catch on my huge dress.

i feel you on the tall situation! i'm 5'10", and my fiance is 5'8", so i'll be wearing flats, simply because i don't want to make him feel bad in our wedding pictures. :)
i'm a fan of these, from zappos... the heel is 2.5 inches though... but they're so cute! :)
i like the style of these, but they're metallic, so not sure how well that would work...
these are like the ones nashgirl posted, but without the trim.
So I ran across shoes like I descibed above in light pink at PiperLime, along with this fuschia pair.
I also love Delman's... this pair comes in pink/turq ... and if you're up for metallic pink, there's these cute Kate Spade shoes
It's hard finding pastels right now since jewel tones are everywhere for the season... but good luck!
Just a note, you can probably get rid of the "tripping over petticoats" thing with a hoop skirt. It keeps the layers away from your feet while you're walking. Helped me a lot!
