@mrsrigsby60:

What is the total guest count?

Do you need a venue that allows outside catering or do you need a venue that will provide the afternoon tea menu for you?

It will be helpful to know some details in order to recommend something that may work.

I’ve heard amazing things about Primrose Cottage in Roswell, GA.

Guy I work with was married there and another gal I work with will be married there next year. She’s also doing an English Tea (and she’s British)…so might be something to check out.

I thought 173 Carlyle House have no restriction on florist but maybe they change the rule since I visited them last?

This is a bit non traditional and I think you probably need to ask them if they will do the afternoon tea menu for you but I will be really surprise if they have restrictions on who can do the flowers (since I am certain that they will not have their own florist):
