How many people? That's going to be a big factor.
I would look into renting a group site in a state park or campground. While the state beaches usually don't allow alcohol directly on the beach, in the campgrounds and even some of the group picnic sites it is fine. Beaches usually require a permit if you are above a certain number of people...but again, if you do it at the picnic site/in the campground, you're usually fine. But there are limits on the number of people allowed.
In addition to the state parks, there are county park systems in some of the south bay counties. Google "Santa Clara County Park weddings" and you should get a start.
I honestly didn't find ANYTHING budget friendly in the area, we live in Monterey. But of all the vendors I talked to I would tell you to give these people a call. They may know of something for you! Best of Luck!
do you have a relative with a big back yard? can you enlist friends and family to cook? just some ideas I"m throwing out there. I don't know anything about CA venues, Parks are very inexpensive though for sure and you can purchase a permit (at least here in AZ) for alcohol. its like 35 bucks. my venue is costing a total of 100 bucks. (and thats only if i purchase a bounce house permit) which i really want a bounce house... yes for the grown ups! LOL
So, just keep an open mind this is a great place for outside the box thinking. Try the "local" board.. they may be able to help you:)
dont be afraid to travel a little, or hold it in a park...

I actually found a beautiful park in my city. We are renting the wedding garden for $45 dollars. The rest of the park is free for pictures and has willow trees, beautiful fountains, and a playground we intend on doing pictures in.

So, we are on an incredibly low budget. Like trying to keep it under $1000 kind of low budget. And I am going absouluty insane trying to come up with a place to have it. I would love to have the ceremony and reception in the same place to save some money. And I would also prefer to keep it in either the Monterey Bay area, or South Bay. I am hoping to find some place that has no Alcohol restrictions as well. Every place that I have looked at had a no alcohol rule, and what fun is that? If anyone could help me out with this, I would be eternally greatful!
