@emmeff:  I am short and busty and I would prefer #1. If she has ripped arms and is comfortable with strapless, #3 would also be great. In general boatnecks are not good for us shorter busty gals so #2 is out in IMO (although I personally love them on other, taller ladies).

Either #1 or #2 are fine, they are both cut very similarly. I would prefer #1 myself, because it would help cover up some arm fat. I am 5′ 2″ and curvy/busty, 36 DD – almost the same as your sister – and this is the style of dress that suits me the best on an everday basis.

Dress #3 would not do your sister a favor – girls with large busts generally don’t like to wear strapless dresses because wearing a strapless bra is not supportive enough, and uncomfortable. I speak from experience. Also, the material gathered on the sides may not be attractive on someone with bigger hips.

Another cut that would be good would be an A-line.

Good luck and thank you for taking her size and needs into consideration!!!

As a large busted lass, I find strapless uncomfortable. I spent the entire day as bridesmaid at my friend’s wedding hoiking my dress up. It was a corset-backed dress, and was laced firmly, but I was ever so conscious of the dress neckline lowering and the volumous amount of boob hanging out the top.

Dress #1 has a very feminine look, with beautiful, flattering draping and cross-over top. Your sister will be able to wear a normal bra, which will help her be at ease.

    Happy shopping!

#1 will minimize her bust and nip her waist, which will be most flattering without requiring a special bra..  #3 would likely be flattering, but strapless can be hard for busty girls in general, especially busty girls unused to wearing a strapless bra (does she even have one?).  #2 is going to make her chest look enormous; high necklines like that are not flattering on large chests because they make the chest look expansive.
