Any way you can take a photo?? you may need to pull the layers more to the center , or you many need more layers of tissue. OR you may have too many layers.
The instructions I followed for mine involved doing alternative folds of the layered paper, and then unfolding toward the centre (it felt conter-intuitive to the whole fan-making idea, but it's correct). You should be creating a roundness at the bottom/centre of each layer as you pull it up and toward the middle. When you say you are having problems making them "round" I'm interpreting that to mean you're having problems getting the flower to make that spherical, peony like shape, and not that you actually want the flowers to come out with a round petal look like a rose?
Here are the instructions I followed for making mine. The first few (and some in the middle) were pretty fuggs but you'll get the hang of it the more you do!

I'm trying to make the tissue paper poms like the one Mrs. Penguin used for her pomanders. It's much harder than it looks. I can't seem to make a round flower. My flowers have a gap two sides! It's like I have 2 fans connected to each other at the base. What am I doing wrong?
