Ok, I know that you don't want shear but I'm thinking something more simplistic so it wan't take away from the beading of your dress.
Personally if you worry about having a short neck and having your bolero interfere with you veil, I would choose something with a more simple, lower neckline. I think too much design on the bolero may detract from the rest of your dress.
I agree with the other bees! Something more simple with a lower neckline - the dress already has a lot of drama! :)

I did a Google search of Wedding Boleros and there were a ton of options. I looked for dresses that had similar bodice beading.

Our dresses are very similar (some beading and rouching) and I have the same issue - large chest and shorter neck. I've posted a picture so you can see.
I love the look of a bolero and so does my FI, who actually is the one who encouraged me to go for it. I go back and forth still what what I want, but I do think something as busy and full as the two you've posted (which I love by the way) will in fact be too much, especially if your hair is down. I think to not shorten the neck the bolero needs to wide and open at the top, similar to the one the person above posted. I am going back and forth between a lace bolero ala Mrs. Jaguar, or having one made similar to the below picture as I have ordered a yard of my dress fabric to have a jacket made. I just keep going back to the lace because I've always loved that look. I have my second fitting in a week or so and I am going to discuss the bolero more with her then. It will be interesting to see what I end up with. If I do go with one like the below, I want it to look a bit more structured, but I like how it has some drama and is not so plain. And since it starts over by the armpits and angles up towards the face, I think it will actually help elongate the neckline or at least emphasise it some.

I had a Davids Bridal Consultation today for my Bridesmaids for the Vera Wang Collection, and while there I slipped on some of their Bolero options. =) I AGREE that its too much at the collar, esp. for being large chest/short neck'ed lol. I am going to continue to search and I'll update everyone as soon as I decide on something.

I would get something you can try on to make sure it addresses all of your concerns.
I think a bolero could look really nice with your dress, but I agree with the other suggetions to go for something simpler. The ones that you posted, while beautiful, don't seem to match your dress at all in fabric or style

You rock that dress "cupcake"! I dont think you need a jacket at all!!! Maybe a long veil is all you need if you think you need coverage.

I was once upon a time, very against my mother's asking me to wear a Bolero for the ceremony, since my dress is backless/strapless.
My mom being very conservative/old-fashioned and I having some "ink"; I took her request all too offensive. But as the wedding nears and I still have not finished my "ink" I want to cover it for at least the ceremony since my back will be exposed. I myself now want to wear a cover up for at least the ceremony; but there are few a things holding me back: 1. I am large chested but have a short neck, I worry these jackets will "shorten" me even more; 2. I worry with these jackets and having my hair style DOWN, it'll look weird; 3. Will this jacket prevent me from wearing a veil? I dont want a lot going on uptop!
