Have you looked at Quiet Waters park in Annapolis? They have a waterfront ceremony site and a decent indoor reception space. The fee is quite reasonable for the area, and you can use any caterer of your choice.
I'm not sure if this is too far from you, but Harbour View in Woodbridge, VA is supposed to be really nice. It's about 30-45 minutes south of DC, so still local, but may be a bit of a trip from Baltimore.
I have no idea but maybe you could look at vrbo.com to see if there are any private waterfront homes you could rent??
Holleyneck Gardens in Rocky Point is very affordable and nice if you're looking for simple/casual.

I live in Baltimore but would like to find a romantic/ elegant inexpensive waterfront venue that will allow outside catering; that's not to far from Baltimore but near 301 so that our guest from Virginia and D.C. won't have to travel too far.....any suggestions please
