On SYTD they put a trane on the back of a dress. I think a more fun version of that would work for your BM...maybe decorate the back so it looks like a stick out skirt?
What does your wedding decor and theme look like? Do you have any leftover supplies from DIY projects?
What about tying ribbon to the back? You'd have to make sure it's not so long that she would get the wheels caught on it, but it would look pretty!

If you want to do a little more "bling" for the reception, you could get one of those kits the kids use to decorate their bicycles- they wind it in and out of the spokes on the wheels and it lights up when they move.
It's so sweet that she still wants to be in the wedding! I'm sure it will be great.
How about making a chair cover, perhaps in white (Try cutting a long rectangle that can fit from the floor over the back of the chair, the seat, and to the floor in front. Then stitch cloth on each of the sides of the chair back together.). Then tie a sash on the back. Later for the reception, depending on the style of your reception, you could have some extra streamers, bike lights, or glow necklaces to add to the handles or wheels.

ok - so i just posted this morning about my BM breaking her ankle last night and she'll be in a wheelchair for saturday. we're going to totally rock out her wheelchair but I'm not sure exactly HOW...
I'd LOVE some ideas. I've been googling but can't find anything...
anyone have any ideas?
