I would note the time each part of the reception begins and ends

ex:

Cocktail hour will be from 5-7, formal dinner reception 7-10

Then have check boxes for attending _ cocktail hour _ formal dinner reception _ both

I would use RSVP similar to destination weddings where you can RSVP to multiple events, such as Rehearsal dinner/pre-wedding activities, Reception, Next day Brunch, etc…

Like seaSHELLs suggested, I think that is the best way to get an accurate #.
