If you have Microsoft Publisher it has a ton of newsletter templates. Open Publisher, on the left click on "Publications for Print", scroll down to Newsletters, and a bunch of templates will come up. I haven't played around too much with it, but they're fairly customizable and it's really easy to use. Hope that helps!
