Flannel shirt, unbuttoned, with a 90s rock band t-shirt underneath (alice in chains, nirvana, pearl jam, etc.), a pair of ripped jeans, and combat boots or doc martens. Your hair should be bstraight, and it would help if you looked moderately undernourished, ala Kate Moss.
Or you could go for 90s minimalism with black matte jersey fabric, a sleek ponytail, and heavy eyeliner (black, of course).
Hahaha! I was a late 90's teen, so I got to live in that awesome time of not-yet-low-rise-pants but short shirts. So your pants aaaalmost hit your bellybutton, but your shirt came only a few inches under your tatas. And your hair has to be gelled or wet-looking. If you have a ponytail, you need to leave long bangs out on each side of your face. Good lord, what were we thinking?!
Mr. LK suggested a babydoll dress with tights and doc martens. Oh yeah! So hawt!
