Well, is the ribbon coming off the glue, or is the glue coming off the glass? If the former, get some different glue (though the zots should do it... try hot glue or rubber cement).
If the latter, you could try scratching the glass up to make it slightly rougher, or hot glue would probably work. Or get some special glue for gluing on ceramics/glass.
We had the same issue! In the end hot glue worked. And not the low-temp hot glue, you've gotta get to high-temp hot glue.
The ribbon is coming off the glue dots. 
I guess I'll start asking around for some hot glue. Dang.
If no one has a hot glue gun (I hope you can track one down!) and it gets to be a time crunch, they're pretty cheap. You should be able to get everything you need for under $10. You don't need the super deluxe crafting one, the ones that are like $4 do just as well for what you're doing. Good luck!
I used 3M permanent double sided tape, and my ribbon stuck to EVERYTHING!!
i bought those glue dots, which my MOH used to glue ribbon on 180 favors - two bands per favor. an hour later the ribbons all came off!
i ended up using craft glue (at any craft store) and it worked great. it should say that you can use it for paper, ribbon, etc. just beware that one of the ones i bought was very stringy and a bit messy - the ones that look like elmer's glue work best.
Do you have to use glue? Can you use a decorative sticker? I'm planning on using monogram stickers to hold my ribbon to my vases.
Hmmm, all good advice!! Greentea, our ribbon will also have a leaf at where the ends meet, so a sticker wouldn't work, but that's an awesome idea!!! Thanks!
Let me join the chorus for hot glue. The glue guns at the dollar store work just fine. Hot glue gun=$1; lifetime supply of glue sticks=$1. Works geat; if it gets all over, just peel off the excess.

We're supposed to be adhering our ribbon to the hurricane vase, but nothing has worked. The "permanent" zots (glue dots) don't seem to work, I think it's the glass.
Anyone have any tips or ideas to adhere ribbon to glass??
