I think I notice more when people have eyebrows that are "too blond" like they purposely had them done to match their hair. One of my best friends is a natural blond and had brown eyebrows. When you get your hair done, see how you like it when they are done. It doesn't take that long to do the brows so you can get them done after. I would warn the hair person when you start that you might want them done after so they are prepaired for it.
@Amaryllis: I usually don't notice unless it's a really stark difference. Like, for blondes, I think the vast majority of us have darker brows than our hair color. I have blonde hair and my eyebrows are a light/medium brown color.

Personally I like the look of lighter hair and darker eyebrows, given they aren't too dark, or the hair isn't too light. On Elisha is looks good because she has a few darker highlights/roots that pick up on the eyebrows.
My hair is dyed blonde and I have never touched my dark eyebrows. I am too afraid! I used to be paranoid about this, but I'm not anymore. I never ever notice when someone's eyebrows don't match their hair!
EDIT: Now I'm super paranoid again that I perhaps do look bad, and I just have thought I don't!
@tksjewelry: I agree, I always notice that too. I really don't care for the look of yellow or bleached-out eyebrows!
@Ms.Pink: See, I've seen lots of pictures of you on here and I never once noticed that your eyebrows didn't "match" your hair color.
OP - I really don't think people would notice! Go for the blonde :)
I notice all the time, but I like it. I've always wanted my 'brows to be darker than my hair color. <3 I think the majority of girls look really good with darker eyebrows, and from your photo, I think you will, too. Don't dye them!!!
I;ve never been blonde, but i have heard that its ok to have darker eyebrows but it shouldnt be draker than the darkest part of your hair... good luck... i'm going lighter too... just not blonde : eeep
I actually really like the way blondes look with dark eyebrows. It can look really edgy and rock-and-roll.

Ah shoot! I never really noticed or thought about it before, but now that you bring it up, I'm probably going to start noticing now!
I usually don't really notice it unless it's painfully obvious in a not so flattering way. Like this. The eyebrows could have been toned a little, and the overall blonde was just bad to begin with.
I think I'm the opposite, but I dye my hair black and have dark blonde/light brown eyebrows. I've tried dying them to match my hair, but it makes them look so fake on my face that I prefer the color contrast. I do use a brow pencil to make them a little darker brown, but it looks more natural than the black even with the black hair.
I used to have a lot of blonde streaks in my hair, it was pretty light and I never touched my eyebrows. They are naturally really dark brown. It never looked weird that I know of!
Aww, I didn't mean to give anyone a complex about it! I ask because I dyed my hair red two years ago, and a woman in one of my classes (not a friend, not even an acquaintance I spoke to casually after class or anything, just a random classmate) offered that my eyebrows didn't match and I should have dyed them, too. It was the only thing she said, not even that the color looked nice! Granted, she was kind of an awkward person anyway, but I felt terrible and now I'm kind of paranoid. So it's nice to hear that other people don't think that way. I do agree with you guys mostly that a little darker is good and that picture of Scarlett Johansson is not!

Eh if people notice it on me and don't like it I could care less. I honestly was teased about it growing up so I'm use to it. I have natural blonde hair but it was super white blonde from birth till about 18. I wasn't blessed with darker brows like other natural blondes, but brows that are so blonde they look nonexistent on my face. I'm always filling them in with a darker blonde tone that matches my root at least. I thought about dying them but scared to do so, so I'm happy with what I do.
I am a natural blonde but I have a bit darker eyebrows. In high school I high lighted my hair so it was lighter blonde like it had been when I was young and some people thought I was not a natural blonde because of my eyebrows and that drove me nuts. I like that I can go between blonde and brown hair though so I like my eyebrows now. I usually notice but I never think it looks bad unless it is like the Scar Jo picture above, that I am not a fan of.

I'm a natural blonde and I dye my hair red. I tint my eyebrows (apply so leftover dye with a Q-Tip and wipe it off after 5-10 minutes). I'm sure I don't have to and most people don't notice but it makes me feel like I look more polished. I probably wouldn't tint them if I got highlights and my natural colour was somewhere in the mix but I definitely do for all over colour.
I've heard that for blondes, brows should be a few shades darker, for all other colors of hair, brows should be a couple of shades lighter. No idea if this is true as I am a natural blonde with blonde brows :)

Funny you mention this. My eyebrows are dark compared to my red hair. Most people don't believe I'm a natural red head for that reason. I can't help it. :(

I have naturally dark hair and really want to go blonde, but my eyebrows are super dark and I'm very paranoid about this. Is it something you notice? My stylist recommended against dying my brows, though I'm not really sure why other than she said it's a pain to upkeep. Right now, I've just been getting really thin highlights repeatedly to hopefully get lighter and lighter, but she also won't dye the underside. (Hard to tell in the pic.) Not sure if I should keep up more and more highlights or just get an all over color. Cuthbert is NOT the shade of blonde I'm going for, but she's a good example with the contrasting eyebrows.
Here's my last haircut (sorry no makeup):
