There are definitely different rules for different states. You might want to contact your local county/town clerk or other government official. I know that in some states you can pay extra when you get your marriage license for a temporary officiant license, one time use only.
I did this - I'm a minister through the Universal Life Church. It's online, free, easy, and the Universal Life Church also provides info on how to perform the actual ceremony according to the laws in your state.

My FI and I really want to have his cousin ordained to perform our ceremony (They are extremely close) and I looked it up, you really do have to check down to the COUNTY on the laws! We're all good and legal, but I believe there are a few counties in my state where you need other recommendations from the churches or another minister to witness the ceremony being performed.

I have a very good friend of the family that i want to be the officiant for our wedding. Need imput on websites that other bees have used to get someone ordained or certified to perform marriages.
Rochester NY is where the wedding will be taking place. Don't know if there are different rules for different states.
