You should ask your hotel contact.  At the hotel we’re having guests stay at, they will deliver them to the guests’ rooms upon their check in, which means that we need to label the bag with the guests names and tell the hotel when they’re arriving.  But in my personal experiences as a guest, I’ve just picked up the bag upon check in (and the bride/groom had written my name on our bag).  So, it depends upon the hotel and their policy.

Definitely would say to talk to your hotel contact, either that or if your family is going to be reserving a block of rooms, and you know which ones they are (they will already have the keys to the rooms) that would be when to do it, is before the guests get there and after the rooms are already reserved.

My hotel keeps them at the front desk and hands them to the guests as they arrive. That is their policy. All bags must be the same. They don’t want to be responsible for mixing them up. Luckily, I was planning to make mine all the same anyways! =)

We(I) delivered them to the hotel the day before everyone was arriving, and they were given out as the guests checked in. They were even okay with the bags being personalized (some people had kids, were older/younger, etc. so they got some different things in their bags).

They charged us $1 a bag to do that, but we had a small wedding so it only cost us about $40 and everyone really appreciated it.
