we had a semi destination wedding ~2 hours away from home so we made them for everyone. we even dropped them off for the 2 people who lived there (one was a groomsman and his parents stayed with him for the wedding so they were oot) and the other was his mom who was also hosting wedding guests. I put a lot of wedding info in them so we just gave one to everyone!
90% of out guests will be from out of state, so those were our OOTers in our head. However, because the difference was a handful of people, we ended up deciding to just make "Welcome Totes" for every guest.
I'd say anyone staying over night in a hotel is OOT, as most of the people who make OOT bags make them with items suitable for hotel stayers.

So when you talk about preparing bags for OOTs, what do you consider an OOT. Anyone too far to go back home that night or anyone that needs to drive over X amount of hours or fly in??? Just wondering what the protocol for ooters is!
