Where are you looking?  JoAnns has a huge tulle section in their fabric area.  That said, pretty much all tulle is the same quality, unless you’re going super fancy and getting silk tulle.  The biggest difference in regular non-silk tulle is the size of the holes…bigger the holes, coarser/stiffer the fabric.  You can find both big and small holed tulle in fabric and in decorating.

It depends what kind of tulle you need, ie what you need it for.

If you want the fluffy one then yes it might be the same used for decor (except that sometimes the one used for decor is shimmery). If you are using it only as an extension (that is, no major “fluffing up” effect) then you might need cotton tulle (aka English netting) or even silk tulle.
