what about a photo album of the two of you? you could DIY this yourself with some of your bridal and engagement pics?
We did something really special on a tight budget as well. I think if you've got even $50 per parent to spend you can make it happen. What we ended up getting were necklaces that had special meaning to us for the moms $58 ea., and a golfers flask for my dad, and Notre Dame golf pick and coins for my stepdad (all in the $50 range).
We found for the jewelry it was VERY difficult to find something nice enough they might actually wear it over their other expensive jewelry for the amount we wanted to spend. We had to send a few things back from QVC Web site and finally ended up getting something really unique and nice on sale from ZALES! I would take a look there for the moms. You never know what gets marked down.
Just a couple of things I thought were nice and inexpensive!

These actually just got marked down. I was totally looking for something just like them before!

Sorry I'm not much more help with the dads. Good luck!
i second texaslawgirl, I would go for photo books. Check out blurb (i love them- i actually made a blurb book last night!) You could either do e-pics or with a little more effort go through old photos and use photos of you and your parents from when you were growing up (and another book for fi & his parents). i think that would be a great way to give them something special (and affordable) that they will treasure forever.
I'm actually trying to decide on something for my parents as well. I'm thinking a gift card to their favorite resturant with a hand written note to my mom, and a separate one for my dad, thanking them for everything they've done for me.
My new favorite gift for the home, with a few different options, kind of unique I think.
