If you're on a budget, and who isn't when dealing with the dollar vs the euro...
Hotel Avenir in the Montmartre district of Paris was GREAT! I made sure to ask for a room with a good view, and for about $80/night (in 2003) we had a really lovely room, nice bathroom, great breakfast (croissants and nutella!) brought to your room, and easy location for sights... but the BEST part was the view. We had a corner room and from the window to the right we had the gorgeous and very close Sacre Coue, and from the window straight out was the Eiffel Tower, which we could sit on our tiny terrace and watch flicker at night. Very romantic!
Be cautious about anything cheap in London (less than 100 GBP) I've thought I found good deals online at older botique type hotels but have had a couple of nightmares including a basement room and a 5th floor walk up. I decided I learned my lesson and would rather stay at a low end chain (I've used Quality Inn) and know I'm safe. Also good are the Heathrow airport hotels, they tend to be cheaper and most are on the shuttle route to the airport from where you can connect to the ubderground. You're not quite in the city but sometimes it is more relaxing to stay a bit further away and safer.
