Try posting some ads on the website Thumbtack. You post your area, what service you are looking for, what day/time, budget and you get emailed competitive quotes from professionals that are signed up on the site.

Have you considered having a friend or family member get ordained and performing the service?

I would look on Craigslist. Beware though – posed pictures are easy since the angles and lighting can be controlled. Candid pictures are a bit trickier and require a more skilled (and probably expensive) photographer. 

For the officiant, have you thought about asking a friend to marry you? We went this route and only paid $30 for the license.

how strict is your budget? if you are really looking for someone very cheap, i’ve seen people on craigslist offering for $400. they have their portfolios up. 

i think many ambitious, talented people start out that way to build portfolios.
