Not sure what your style is but you could do a fun vintage dress, there are so many beautiful short options that would be great for a courthouse wedding! Here is an example of one on etsy by TimelessVintageVixen that has sleeves.

Of course, we had a black-tie elopement, full out wedding minus the big guestlist. We took four friends as our wedding party.
It doesn't sound like you're going for floor-length though, but there are lots of really cute short options. Nordstrom.com has a number of white dresses and etsy is a dream for the cute 1950s styled ones.
Sorry, I just had to post this...Carol Hannah (from Project Runway) has a shop on Etsy and I saw this dress....I would be all over this if I had a courthouse wedding.
Not sure if you are looking for a bridal style dress or will stray from what you want ... but if you want something budget friendly that you might wear again Jc Penny has some really pretty "party" dresses out ... when i was shopping for my little black dress for a ball i saw some ones i fell in love with that were white and ivory.

I am getting married by a justice of the piece on February 14th and need a cute dress that I don't need to order custom! If you could provide pictures of the dress you wore or offer suggestions, I would appreciate it. I really would like something like the Priscilla of Boston dresses I've attached.
NOTE: Also, my bubbies are not as perky as I would like, so I need a dress that offers good support. I would wear a dress with straps if it would help!
