I don't have any contacts in Paris for you, but FI and I considered eloping in France for a while after we got engaged. I would advise you to fully research the legal requirements to marry in France. I am not sure what your exact situation is, but one of you has to have resided in France for at least 40 days prior to the wedding (this is what stopped us.) You also have to post public banns no less than 10 days before the wedding. There are quite a few legal documents you have to have as well. For the marriage to be considered legal, you have to have a civil ceremony first, before a religious one.
If you wanted to do a civil ceremony in the US and then do a religious one in Paris, I think that would work. But I am not an expert, so contacting some one who is (like someone at the US Embassy) would probably give you the best information. I hope this helps! The plans that you have listed above sound really wonderful and romantic. I hope that you are able to work it out. :)
Below are a few links that you may find helpful as well.
The first two links are from the US Embassy in France.

I'm getting married in Paris as well. We just started working with Fete in France http://www.feteinfrance.com
We just began the process of securing a location, so while I can't vouch for them 100%, I have been impressed by their professionalism thus far.
Thank you for the helpful responses! @minthip, how many people are you having and do you mind telling how much the cost of the wedding planner is? I've been seriously considering hiring one...Sorry if it's personal! I may be interested in using them as well if they're within our price range!
@quidditchqueen:Thank you! We are planning on having a civil service in the states and a religious ceremony in France. FI fell in love with the church--now we just have to get the priest to approve our request! I also contacted the consulate in Paris, who is trying to put me in touch with a priest there...wish me luck!
I have no advice to offer you but I must say that I am SO jealous your wedding will be in Paris! Jealous in a good way! I looooove it there; it is absolutely my favourite city ever. I hope you can work it all out and I'm sure your wedding will be fabulous :)
I don't have any recs for you except for this blog I've had bookmarked for ages. Might have some useful info for you.
just in case any of you were interested in my progress--i found a Catholic priest who is willing to officiate! and contact the church to get us a date!!!! yay!
wish me luck!
@manila128: I know it's probably a little late notice but I'm a wedding cinematographer from Canada that will be in Paris over your wedding day. I'm itching for the opportunity to document a wedding in Paris while I'm there. Have a look at my work and please let me know if you and your fiance might be interested in having your wedding filmed: http://www.jamesfrodyma.com/latest
Thanks
@manila128 I am in the very beginning stages of planning a wedding in Paris, and looking to do something similiar to what you've described above. Can you share any information on how you've gone about planning and the details of your event? Any help would be greatly appreciated!!

Hello,
My fiance and I reside in NYC and are planning a destination wedding in Paris. We took a trip there about a year ago and he absolutely fell in love with the Eglise St.-Merri in the Marais district. We were also thinking of reserving the room at a bistro or doing a dinner cruise on the Seine for the reception. I have sent emails to some vendors and emailed the church as well. I am also trynig to speak to the priests I know here to find out how to reserve the church...but no responses yet. Granted, I've only started planning (literally--I started 2 days ago).
Does anyone have any contacts in Paris who may be able to point me to some reliable vendors/reception locations and/or priests who may be able to help out?? I would appreciate it tremendously!!
Thank you in advance!
