I love your idea of "choose-your-own-favour." I'm a big garlic fan, and edible favours always go over well - so having a mix of San Fran-related goodies sounds great!
To decorate chips you would always put the chip bag inside another container - a box or muslin bag with a tag.
I think your wine glass idea is really nice!
For my big sis's wedding she gave hand painted champagne glasses for the favors. Ikea is a great place to check for cheaper glassware, especially around the holidays. Her glasses were 50 cents each.

I am actually not a fan of Stuff Favors. An extra un-matched wine glass would get shoved to the back of my cabinet and never used ... if it survives the trip home, that is. Food favors, however, always go over well.

You can also do a lot with whine corks as decor to tie it all together, like escort card holders or scattered on the table with flower petals or in vases of flowers, etc etc.
I agree with Mermaid - how many random glasses have you thrown out or worse, said "I really should get rid of that, but it's from my highschool dance or someone's wedding." I am always a fan of the food favors, my theory being that once guests get home, or on the way, it's nice to have a snack. And making it local treats adds a special something.

Choose the favor photo has been something I've had saved in my wedding folder for awhile! I really like this idea. I think the key to it is simple things though - something edible, a candle with matches or a photo frame.
I like doing a "choose your own SF favor" though! You could do Ghiradelli or See's Candies. You could also get a few bags of "Earthquake" chips and rebag them in smaller cellphane bags.
You may also want to go in to Chinatown where you can find little keychains or bottle openers of trolley cars or the golden gate bridge for pretty inexpensive. I think Golden Gate Fortune Cookies do custom orders too!
You could also find some wine stoppers that are San Francisco-ey and it complements the wine country near by!

Check out the farmer's market at the Ferry Building (go early before it's a mad house). See if there's anything there that catches your eye, and if so, speak to the seller about putting together a bulk order for you. That's as local as it gets, and there's such a range of products to choose from.

Please Give Me Your Opinions On Favors!
I don't know why figuring out favors is so hard! I've made countless other wedding-related decisions, but have for some reason been stressing over favors lately. We've got a lot of time still, but not having a plan in place is making me antsy.
At first I thought favors weren't that big of a deal, and I'd just make some cute boxes and put m&ms in our wedding colors in them (like the photoshop mock up below). But then I got to thinking those were kinda dumb and just not meaningful or special enough. I asked my FI's opinion and he thought custom etched stemless wine glasses, filled with m&ms and kisses and wrapped in cellophane would be cool (we both love wine, and would etch them ourselves on his laser cutter, with just the vine motif from our invitations, not with our names or date or anything). But those are a bit expensive with the glasses, and now I'm worried people won't want yet another wine glass (even though I always do).
So now I'm back to the drawing board (unless anyone likes the wine glass and candy idea?). I love the idea of candy buffets, but with one exception, I don't like candy that much, so it wouldn't really be something meaningful. I wish I could do a garlic buffet (my fav food!), but can't think of what I'd even put out, and I know not everyone shares our passion for garlic. We're already doing cupcakes instead of a cake, so doing a dessert or cookie buffet seem like overkill.
I did see this picture that I like where guests can choose their favor, along the lines of a candy bar, but we could do different things other than all candy. Maybe San Francisco area treats would be neat? Ghirardelli chocolates would be a no-brainer, and give those who want it a chocolate fix, and maybe I could do a Gilroy Garlic dip/dressing/oil or something, to satisfy my garlic craving.
Anyone liking this idea? I need more San Francisco treat ideas though (and not Rice-A-Roni, lol!). There are the San Francisco Sourdough Chips, but I'm not sure how I could DIY some cute packaging for bags of chips (chocolate and a jar of garlic something sound much easier to decorate).
Please, I'm soooo open to your suggestions and ideas!
