I would definitely try etsy, Claire's boutique usually has some pretty yet inexpensive ones.
Etsy would be a good place to look, also Forever 21, 1928.com have some really cute inexpensive options. Is DIY an option? I know Miss Burger made her girls pearl earrings and necklaces and she had a tutorial up, I think she also did all of the sets for 9 girls for around $30.
On another post, this Etsy shop was recently mentioned. Their stuff looks great!
I agree with claire's. Also try 1928, they have a website and good sales. I would also try department stores, Macy's, JcPenney, they have nice jewelry sets.
