I first thought of this dress that I just found the other day...I love it! It seems to fit your requirements, although it's a little above your ideal budget. Still it's worth a shot.

I was going to suggest setting up an Etsy Alchemy request, but with the time constraints that would probably be out. You could still check Etsy for any ready to ship long sleeved wiggle dresses though!

Try Stephanie James Couture...she is a little more expensive, but her dresses are perfect for a SF city hall ceremony.
This one is super cute (and a sort of Mad Men feel, IMO). It’s sleeveless, so you would have to add sleeves, but I bet a little bolero, or lace sleeves would be easy for a seamstress to add before August.

Hello Bees-
I feel like I've looked a ton of places but just can't find something I like for our SF City Hall ceremony so this is where I turn to you for help. I'd love to find a white/cream fitted knee-length dress with sleeves (I have keratosis pilaris -- red bumps all over my upper arms so want to cover up), ideally under $300. I love the look of wiggle dresses (like in Mad Men). The civil ceremony is in August most likely so probably not enough time to go custom-made. Would love any finds you might suggest!
