BiddyC23:  I would tell her that I am sorry, but we are not able to invite any more guests. Don’t make excuses. She will just argue with you about them.

BiddyC23:  If you’re sure she’s not in a relationship, then you’re totally justified in not giving her a plus one. Doing so may set off a chain reaction and cause more cousins to ask. I would say “I’m so sorry but we are only able to give plus 1’s to those in serious relationships due to number constraints. But we can’t wait to see you!”

This is kind of crazy–“I heard through the grapevine that so-and-so got a plus one and I didn’t so you owe me”?? The MANNERS.

I like julies1949:’s response, but I might also add that I don’t think that this should be your issue to iron out, if you can avoid it. It’s probably something your mom should discuss with her–when uppity guests get a stern response from the non-honorees, it tends to carry more weight.

The cut off has to be somewhere. She’ll just have to deal with it.

BiddyC23:  its your wedding you SHOULD NOT have to explain to anyone about plus one and who you chose to invite! Tell her she better be happy she’s inviteddd! (NO don’t tell her it like that, thats mean)

But seriously, just tell her that there’s no more room for additional guests and leave it like that …

if she throws a hissy fit she is more than welcome not to attend!
