I was going to suggest having it made (my Future Sister-In-Law is having her flower girl dress made and it’s less than $100), so if your mom can do it I’d definitely go that route. Look around for style ideas that would look good. The same general rules of what looks better on a plus-sized woman should apply for a younger girl (minus the boobs of course), so it shouldn’t be too hard! Good luck!

We had a similar situation, and ended up getting our flower girl an outfit from the Juniors section, rather than Kids section, at Nordstrom (on sale too!).  We went a little less formal route and got her a dressy cardigan and an embroidered cut-out white skirt, but the proportions actually worked really well. Juniors stuff, especially skirts, tend to run shorter in length, so we didn’t have to do any alterations either.  Talk to her or her family and get a sense for what she’ll be comfortable in too….our girl felt a lot better in something that was short sleeved instead of sleeveless….even girls that young can be pretty sensitive about body image, especially if they’re a little bigger.  Just something to think about!
