I find it looks best under the updo, unless you plan on wearing it over your face for the ceremony. When it's on top, it tends to cover your hair so you can't see it very well!
I did not want a veil at first because I thought I would hate the fact that it would cover my hair. I later realized that I wanted one so, I wore mine on top of my head. I did not use my veil as a blusher, but I did want to remove it for the reception. I had a flower and feather piece in my hair as well. Hope this helps.

I think I have decided to wear my hair in an updo but trying to decide if I am going to wear my veil on top of my head or on the lower part of my hair usually underneath your updo, hopefully that makes sense. I am wearing a small tiara so I was thinking of putting the veil on top of my head.
