Whenever you NEED to know numbers by, then give yourselves some time (anything from 1 to 3 weeks?) to follow up people who don’t respond. Your reception venue (and your caterer if your reception doesn’t do its own catering) are generally the only ones who need to know numbers, so you will need to ask them. 

I did a google and the first site I found (“that other” popular wedding site) said “no later than two weeks before the big day”. But that’s pretty well the minimum; and for a big or fancy wedding you probably want more.

I definitely say you need final numbers at least 6 weeks beforehand, and preferably 8. That said, Brits seem to send out the invitations much earlier than in the US.

Your contract for food and beverage should tell you when THEY need an exact number.  Your RSVP date is usually a week or two prior to that date so you have time to hunt down any missing RSVPs.  We had our date exactly one month prior to the wedding, as the caterer needed to know the final count two weeks out.
