Not sure what your budget is but here are aome places I've been to and liked when visiting my sister in Philly:
Davio's. It's in a gorgeous old bank building. They describe themselvea as a "Northern Italian Steakhouse", but they have pasta and vegetarian-friendly items as well. <font face="Arial" size="2"> </font>http://www.davios.com/Philly.htm

i love bronzino, but i'm not sure it'll be big enough. it's a BYOB with really good italian food. and i know everyone says this, but i love buddakan. every time i go i end up with something awesome.
I love Davios! You can also try Roy's. Ask for Vinnie, he takes care of all the rehearsals and weddings at Roy's.
If you wanted to try something more casual, I know Johnny Brendas and Standard Tap have private rooms with bars.
We're getting married Memorial Day weekend, and we just looked at rehearsal dinner places last week! We're having the same size dinner as you, and we liked:
Bistro St. Tropez

Brasserie Perrier (this is where we are going to have it, I think)
But in Center City there are so many good options! Good luck!

I am not sure who else may have smaller or private rooms off hand but I know most of the restuarants in the area.
cuba libre has good food too and a nice private area ... the main restaurant gets rowdy on the weekends tho bc they open the floorspace up for dancing around 10 ... tho you might not end up being there that late!
