I live right on the North Carolina/VA border and there are tons of lovely places on the beach. Darn, I can't remember the specific name but there is a great place with an awesome outside patio (depending on the time of the year). My FI and I are actually going on a mini vacay to VA beach this weekend so I'll look around and let ya know if I see anything appealing!
We found our rehearsal dinner site! Freemason Abbey in downtown Norfolk. Pretty cool place, an old church that was turned into a restaurant years ago!

Waterman's on 5th Ave in Virginia Beach (right on the ocean) has a fantastic view and a private dining room upstairs. I dont know what their cost per person is but my brother had his rehearsal dinner there a few years ago. My fiance and I are looking at them for ours as well.
I love the Surf Club on the oceanfront in Virginia Beach, you can sit facing the water, or theres a private room with an outdoor fireplace and should be under your budget. It's attached to the Wyndham

Hi Hive! Anyone have any suggestions for a great rehearsal dinner restaurant in Norfolk/VA Beach/Chesapeake? We're looking at having around 30 people, and trying to budget for around $35 per person.
