Dubuque (where I'm from) is a medium-sized town on the riverfront, about 3.5 hours from Chicago. There are a bunch of little gourmet-esque places that have recently opened up: L.May on Main, Pepper Sprout (also on Main, I think).
Where in Iowa were you thinking?
Django is in downtown Des Moines, minutes from the courthouse. Amazing food & even have a private room for parties...would highly recommend.
@isadora.anna: Where are you doing the wedding? There is an amazing restaurant, great food, great view, great service called Timmerman's which in east dubuque (actually IL,but right across the the river from Iowa).

I'm a gay Chicago bride looking to have a civil ceremony followed by a really nice dinner for a small group. Not super familiar with Iowa. Anyone have any restaurant suggestions? Looking for upscale dining.
