My fiance and I looked into a Justice of the Peace for our ceremony also. We found that most (unless they're a personal friend) do not travel, so if you're planning to get married somewhere other than a courthouse it can be a challenge.
We ended up meeting a humanist - who can legally perform wedding ceremonies - who is going to officiate our wedding. We found her online, met in person, and clicked with her manner of performing ceremonies! The ceremony will be non-religious and still very beautiful!
I know this isn't exactly what you are looking for but hopefully helpful!
She is a reiki minister and creates custom ceremonies according to what you want. Check it out!
Kurt Zimbler in Stamford, Ct. He did my interfaith ceremony, and was amazing!!!!!
I was just looking online this afternoon for a JOP and sent out some requests from friends in the industry to see if they have any recommendations. I will send names your way when I get answers.

Hi,
My fiance and I are getting married in July and are searching for a secular Justice of the Peace to perform a non-religious ceremony in Rochester, New York. Originally, we had a family friend in mind, but that fell through. Does anyone have any recommendations, suggestions, or resources for finding one?
Thanks,
Claire
