I'm not sure why you need extra seats? I've read that you should have extra place settings (which seems to make sense for extra food/drinks), but why seats? Is it in case people who haven't RSVP'd show up by surprise??
If you are having open seating, then you will probably want around 10% extra seats, so that works! Then everyone can sit with their party. If you are having assigned seating, I would contact missing RSVPs and only leave 2 or 4 extra seats, just in case. I think you'll be fine no matter what you do!
I wouldn't worry about having many extra seats. Just try and get in touch with the missing RSVPs. Then maybe a couple extra seats if you're still worried about it, but there will always be someone who RSVPed "yes" and doesn't show up, so you'll probably end up with extra seats that way, too.
